"On Friday, December 8, 2000, the entire state of California entered a severe power emergency, with rolling electrical blackouts and escalating natural gas and electric power bills for over 33 million Americans. This continues, while the SanDiego Gas and Electric Company, and its corporate parent, Sempra Energy International, contrary to Federal Regulations, continues the export of large amounts of California electricity and natural gas to the foreign maquiladora assembly plants in Tijuana and Mexicali in the Mexican states of Baja California and Sonora. By such actions, a public health crisis is aggravated, and the care of ill patients is at risk during such outages. We are continuing to present the facts regarding these shortages in a state which ranks 49th out of the 50 states in per-capita consumption of electicity, and needs the support of the entire country to win this struggle."
